What is multilingual outreach?

English link building does little for your German or Japanese pages. A local market needs links from local sites, written in the local language, pointing at the version of your site that buyers there actually see. That is what multilingual outreach does.

Every article is written by a native speaker rather than translated from English, because editors can spot translation and acceptance rates drop when they do. Anchors are researched in the target language too. A machine-translated anchor often reads wrong and may not match how people search there.

No. Each article is written by a writer working in their first language, because that is what editors accept and readers trust.

Where should the links point?

Almost always at the localised page. A German publication linking to your English homepage does far less for your German pages than a link to your German subfolder.
